Non Formal Basic Education Program

A non-formal school was established with one teacher and 10 students in the vicinity of Bhakkar city. Teacher was paid a meager salary and school was provided one chair, black board, and mats and free books for all students. The school became very popular and number very quickly rose to 50. After a year Government of Punjab started a program of Non-Formal education for out of school children. QF with its experience got 50 schools initially and the number was enhanced to 170 later, in view of the performance of QF. A Project Director (PD) was engaged to supervise the project. For every 50 schools a Tehsil Coordinator was engaged to see that program was running well. Teacher trainings were organized periodically, supervisors were properly trained and the project became a model for Punjab. About 7500 students were admitted at one time, mostly girl students.


The methodology of these schools was non-formal. A local male or female teacher was selected who was primary teachers certificate qualified (PTC). If a PTC teacher was not available, a matriculate teacher was appointed. In case none was available, a person adequately qualified was selected from adjoining village. Numbers of students vary from 30 to 40. In some of the schools even up to 50 students had been admitted. No summer vacations were allowed. Qadir Foundation provided Chair, mat, black board, and all learning materials with books, free of cost to the school and students. No fee was charged from the students. The Community only provided the premises for the school. The school could function in the house of teacher also. In 2011 number of schools was reduced to 50 which gave a setback to the blooming program. This program was run with the financial assistants of Prime Minister Literacy Commission, Islamabad and Directorate of Non-Formal Education, Government of the Punjab, Lahore. Three (3) member local committees were constituted at each village to monitor the functioning of the non-formal schools. Besides this, committee provided all kind of administrative assistance to the students and the teachers. These committees were responsible to look after the schools, teachers and students. This was a very successful project but finally terminated in 2017.
